Staten Island (Richmond County) is recorded by the Richmond County Clerk, not the City Register; see our Richmond County page. Real Property Transfer Tax returns must be filed electronically in ACRIS for all five boroughs, and all documents in one transaction must be submitted the same way (all electronic or all paper).

## New York online notarization rules

**Can New York notaries notarize online?** Yes. N.Y. Exec. Law § 135-c (electronic notarization, in effect since Jan 31, 2023 per NY DOS). Our check: § 135-c(4)(a)(ii) lets a NY electronic notary physically in New York notarize regardless of where the signer is; signers outside the US must have a US-connected document or matter. NY DOS: up to $25 per electronic notarial act.

**Maximum fee for a remote notarization:** $25.

**Online notarizations from other states:** New York recognizes online notarizations that are properly performed by notaries of other states. N.Y. Real Prop. Law § 299.

## What you'll need to record it

1. **The notarized document itself.** An online notarization produces an electronic document. New York City (Bronx, Brooklyn, Manhattan and Queens) accepts electronic recording through ACRIS (the City Register's own e-recording system), so a title company or eRecording vendor can usually submit the electronic file directly.
2. **Recording fees.** Fees are set by the county and state and change; check the current fee schedule on the [official NYC Department of Finance, Office of the City Register (ACRIS) site](https://www.nyc.gov/site/finance/property/acris.page) before you submit.
3. **Any required state forms** for your document type (for example, transfer or property-tax forms for deeds). The county site lists what it requires.
4. **Confirmation the recipient accepts it.** The receiving office or party decides whether to accept a remotely notarized document. If unsure, call the office before your notary session.

This page combines facts from the county's official site with New York's rules as summarized on our state page. It is not legal advice.
